True, but that doesn't support your point in any way.

Its being emitted in another place, likely increasing CO2 compared to having the production in CA.

Also its likely emitted in another place that is increasing CO2 emissions year over year (which I assume was what you where talking about). Much of the world has talked about limiting CO2 growth. Far less of it has actually reduced CO2 emissions. Political Party platforms don't equal actual commitments. Commitments don't equal actual action. Action to limit growth doesn't equal actual reduction.
