This statement is legally wrong. It's incorrect and needs to be retracted because you cannot legally purchase fully automatic conversion kits for any firearm without a background check. They aren't part of the "gunshow loophole". What is needed to buy such a kit:

(1) You need a Class 07 FFL / Manufacturing license from the federal government AND a tax stamp for that kit. This means you NEED TO GO THROUGH A BACKGROUND CHECK at both federal and state levels to secure such a license. The conversion process IS CONSIDERED manufacturing of machine guns, since the changes required are dramatic;

(2) If your license is suspended, revoked, or surrendered - you must forfeit all of the firearms along with the license;

(3) You're only allowed to sell the weapons to other people WITH suitable level FFL licenses. It's a felony to sell the guns to anyone else or to allow anyone else to have constructive possession of a conversion kit or converted weapon.

This article is wrong and it's a shining example of why people don't take the media's opinion on the matter of gun bans seriously.
