If I understand you correctly, then I agree that one of the reasons it is still dropping is due to year end tax selling. Then logically as soon as 1997 ends we should see the stock stabilize or start moving up. If it does do that, then it would be the first signal that the selloff may be over.

I would have to add that some good news needs to come out soon after the new year or it will continue down. I also believe that the news needs to be substantial and not subjective, such as firm contracts. This news needs to convince the street that the fundamentals of the stock is changing to the positive. Subjective news such as good test results, more test sites, etc may not be enough to keep this stock from falling after the new year.
