First change I'd like to see the regulators make is get rid of this 'Anonymous' rubbish. Why does any investor/institution/whatever need to hide their trades? Get rid of Anon and get rid of all the alternate trading systems that have sprung up. You execute a trade on the Venture for example and it may get executed on the Venture Exchange, on Alpha, Pure, Omega, TriAct, Lynx, Chi-X, CX2, Aequitas.... did I miss any? So market depth is totally pointless now as all you see is Venture Exchange depth, none of the other systems.
The deck is already stacked against the retail investor enough as it is, at least make the basic information more fair for all to see.
