As I previously told you, regarding the pre-felons and future felons, yes, lock them all away in rubber rooms in the mental ward, and build many more insane asylums. Keep them all under lock and key.

Regarding the ones who actively commit felonies, we need many more jails, prisons, and execution centers to mitigate the threat they pose and to also prevent repeat offenses by the same perps. Once they are identified and in custody, keep them locked up or execute them! I prefer the later for all violent perps. I think it's necessary to save innocent lives.
