I think the difference is that most Republicans want to understand the science, while most Democrats want to assured by those who claim to that it is what it they say it is.

Unfortunately, that is a different thing.

Instead of having meetings where everyone agrees to do something we need to have meetings, with all positions well represented, and hash out whether there is a real problem. Require the NOAA and NASA guys to defend their claims against the people who argue it is nonsense, with first-rate statisticians having no dog in the hunt to sort out the differences of opinion. Spend a couple billion on those kinds of efforts before throwing money at a nonexistent problem.
