I'm not the expert, but I understand that: (1) the 24-hr period is to ascertain full functionality of the satellites and to learn their precise orbits; (2) the longer period involves adjusting the satellites' orbits and attitude (directional antennas and all that) and fully integrating the space and ground components of the now-greatly-enlarged system.
