The Japonese probe of Venus missed orbit insertion when main engines failed to burn at critical time in 2010, but much to Japonese credit they've managed using tiny thrusters & 5yrs inching it back into Venusian orbit, quite a feat.

Their rocket delivery platforms would be dealy accurate, building weaponized warheads easy for them, they have plenty of high grade fissionable material from nuke energy programs . ( if they don't have them already)
