Mohan - the 24 hours came from someone on the Yahoo message board - they would know that all are functioning.

This if from their press release: In the next few days, satellite controllers at ORBCOMM's Network Control Center (NCC) in Dulles, VA, plan to establish contact with the satellites and begin the approximately three-month testing and deployment phase.

So I guess there's still a lot to determine.
