You should. It doesn't make a lot of sense.

The people that go out to shoot a bunch of people AREN'T going to face them. I don't care if you are carrying a bazooka, they'll shoot you in the back before you even know what's up.

Trying to shoot someone in the back != guaranteed insta-kill. Someone could notice you sneaking up on them and be wary. You could miss. You could hit and then after you shoot them they still shoot you back.

If they are going out to shoot a bunch of people, after they shoot the first or 2nd they've announced themselves, other people will be running away, diving for cover, or shooting back.

They EXPECT to die or be locked up forever but they want to be famous or whatever first.

They want to kill multiple people, if people are armed that's harder. That fact may or may not have a deterrent effect on the killer but even if it doesn't stopping the shooter earlier results in fewer deaths.
