The same rules apply to China too. Four years ago in Shanghai, an "right" for one Audi car, just the title not the car, costed $37,500 US dollars, and still in very short supply. I don't have idea about the price for now. But I am sure it increases tremendously. However, for those who had been to that city, will understand the government restriction. The roads there is almost bumper to bumper 24 hours a day, 365 days a year.
