The Metropolitan Water District have found it's far less costly to RO filter ocean water into potable water than storm drain run-off due to the bacterial contamination combined with chemical contaminants.

San Diego already has a Billion Dollar RO plant in Oceanside which purifies rural run-off without any agricultural contamination.

That's costly enough without trying to implement Bob's harebrained scheme.
