Carlsbad is inputs brackish water from the lagoon, not sea water.

After the Metropolitan Water District completes their full-scale sewage to potable water plant, this will almost certainly prompt San Diego to file yet another lawsuit on some flimsy pretext, and lose in court yet again after sticking San Diego ratepayers with another $100 million in litigation costs.

In their most recent lawsuit, San Diego purchased Colorado River water rights from farmers in the Imperial Valley, who've agreed to go out of business so San Diego can grow their population.

But San Diego didn't want to pay Metropolitan Water District any of the pumping or maintenance costs associated with transporting this water from the Colorado River to San Diego based on the bizarre explanation that they had already purchased this water. They argued, if they did pay for transportation costs, the other member cities of MWD should be forced to pay part of the exorbitant price San Diego paid for this water, based on the legal principle of "Because I said so".

The judge sensibly told San Diego they could either pay MWD's costs to transport the water from Arizona to San Diego, or build their own pipeline from the Colorado River. A pretty reasonable outcome, but San Diego thought this was worth saddling their water customers with $100 million in litigation costs to make sure there wasn't a miracle alternate solution someplace.
