The lagoon is connected to the ocean, in the same way all rivers are, but the water is brackish, far less saline than ocean water.

This is less costly than processing saline ocean sea water through RO into potable water.

It's far more costly to make potable water out of urban rainwater run-off, as Bearcat Bob believes should happen, than it is to process brackish water.

Processing rainwater runoff from storm-drains is also more costly than processing saline sea water. The urban runoff which Bob believes to be so valuable is simply not economic.
