Because IO is a scam that has so much paper out there-(they have no Cash)http://www.sec.gov/Archives/edgar/data/352789/0000912057-96-011345.txt and when they need more money to keep going another quarter they'll just issue more stock. (These guys at IO probably worked in Washington)
