I was about to post another item on utilities, when I came across your post, which I found both Informative and interesting on several levels. Thanks.

Your article and its tentacles read in large part like a rallying call for renewable energy sourcing, as opposed to a more objective account of the use of alternative energy in general. The parallel in telecoms can be seen in an historical sense as the rise of competitive common carriers during the 70s.

In the article that caught my attention earlier, PUCO: Should Retailers Serving Condos Be Regulated As Utilities?, I was reminded of another parallel found in telecoms history, that of the competitive building local exchange carrier, or BLEC during the late 90s, although in most cases the latter were not regulated, per se.

Should landlords and property managers who resell electricity to tenants be considered retailers, and in turn be regulated by federal and state regulatory agencies? How about building-owners consortia that pool/aggregate demand and sell to their tenants? Small microgrids? Larger (community, or community or interest) microgrids?
