Yes, automating the process to stop Microsoft from nagging Win7 and 8.1 users to upgrade to Win10 would be better.

BTW, there are three types of updates Windows does. These are classified as Critical, Recommended, and Optional.

The Windows 10 upgrade was originally classified as an Optional update, but it will be changed to a Recommended update, if it hasn't already.

Depending on how aggressive Microsoft becomes pushing the Win10 upgrade, many people could be upgraded without actually wanting to do so.
