The mine was ABANDONED. The mine company left its mess there to leach into river systems. The leak would've happened certainly if some attempt to clean it up wasn't made. The MINE company should've pumped it to a safe location before they abandoned the mine. Your bias is clear and spectacular as is your lack of sympathy for the people of Flint.
