They are ranking the state against itself, not the others. They have data for 121 years. Ranks are 1, coldest ever, to 121, hottest ever, for each state.

"Why are there two different time periods listed the sub-heading?
The map shows 2015; the numbers are where the temp ranks during the (121) year period beginning in 1895.
