Its a big mistake to think there's any strategy followed by the Obama administration. Are you crediting them with driving down oil prices? Well then why did they block Keystone, which would bring more of Canada's oil to market? And why did they go along with the idea of overthrowing Gaddafi and throwing much of Libya's oil production offline? Obama and Kerry sit like frogs on a log and watch the world, not understanding what they see.
