That's the joke. Universal Medicare had no chance of passage, so they adopted the plan proposed by the Cato Institute, similar to what Romney had used in Massachusetts.

Even modeling ACA on this scheme proposed by a right-wing think tank didn't win the plan any Republican votes. Just crazy.

I believe we'll eventually migrate to universal Medicare, simply because it will be far less expensive. Oh, but the screaming and yelling on the way to universal Medicare will be typically American in style.

Bernie Sanders might have the appetite for that fight, or Elizabeth Warren in a future administration. But no one else on the horizon.

Richard Nixon was the first President to propose universal Medicare, so the President who achieves that feat might be a surprise.
