I am sorry but you seem to have misunderstood what Paul is saying in Romans 3:1-4. Read what Paul says in Galatians. He is not contradicting himself.

Galatians 5:6
"For in Christ neither circumsicion nor uncircumsision means anything, but faith working through love. 7 You were running well; who hindered you from obeying the truth? 8 This persuation did not come from Him who calls you. 9 A little leaven leavens the whole lump of dough."

Of the Old Testament when I read it I see God's promise of Jesus every where. Jesus is there all the time. When the New Covenant was established the old testament patriarchs who believed God during their lives received the salvation they had already believed in.
