Here's the key statement in the previous news release:
But "this is only one process out of about 20 that are needed to advance the technology overall," Gwenapp said, "it's extremely unlikely that everything else that's needed is going to be here by then."

This was just discussed on CNBC, and the same point was brought up. I doubt that it can be implemented in 4 years.
