I'm not qualified to discuss this because I consider my service sufficiently fast at 7.67/1.5 Mb/sec with only one user and few movies watched, and then only on a PC. According to the new definition this is not broadband.

The article quotes providers as saying many customers must be satisfied with lower speeds than available, because that's what they opt for. I think the other reason is broadband is too expensive.
