A lot of people do want to work and can't get jobs. There is no contradiction between the idea that employers are having problems getting people and people are having problems getting jobs, if their is a skills mismatch.

In other cases it could be that the employers are stingy about what they will pay and some potentially employees aren't willing to work for very little, or that people don't want to move to get a job.
