They don't factor in to the unemployment rate.

So if you define full employment by the unemployment rate it ignores changes in labor participation. If you had one employed worker, and 320 million people who were not even looking for a job, you would have a zero percent unemployment rate.

Retired people do factor in to the labor force participation rate.
