Full employment can not accurately be measured merely by the unemployment rate, for reasons I've already described.

People who go from unemployed to discouraged and no longer working are not employed.

If during the depth of the great depression, everyone who didn't have a job gave up looking for work, would that have been "full employment"? Perhaps in a narrow technical sense, but not in any meaningful sense.

The current labor force participation rate is 62.7%.

The lowest its been this long in to a recovery since the great move of women in to the formal workforce had largely completed.
