Yes, the long short works buy trading currency pairs. In Interactive Brokers, you can buy USD.HKD - which means you go long USD and short HKD (as I understand it).

You are correct that this spec has been brought up before and didn't work out. However, one would not have lost money either (at least not much). That is what makes this bet interesting, win much (low probability, but still) lose very little (unless there is some weird disruption).
