I would assume they give the relevant information to authorities, but they use twitter to communicate too. There are pluses and minuses to leaving them open. One big minus is it looks glamorous and glorified to really dumb people/teens. They see any ISIS account with a few thousand followers and think they are part of group, when they are an outcast loser before... It is not too different from becoming a Bernie follower.
