Except that it isn't. Sure they claim there is $5tril subsidies in the world but their claims quickly fall apart when examined.

The biggest obvious problem with their subsidy figure is that they count environmental damage that isn't paid for by the user or producer of the fossil fuels as a subsidy. In addition to the problem that environmental damage is very hard to quantify and can result in massively different estimates from different sources, there is the simple fact that environmental damage is an externality but not a subsidy.

That accounts for most of their claimed subsidies.
