For much of the 19th century, the US had a sensible land policy that promoted homesteading and outright private purchases of Federal land

Right. And those lands which no one wanted, usually because there was no water, the government kept. Even now the government has very free policies to allow individuals companies to exploit mining and grazng at little or no cost with the public bearing a lot of the costs for the development and cleanup of those interests. In recent years because of greater interest from the public of use of those lands for recreational purposes, the government has been stricter about a small group of individuals and companies getting a subsidized free ride. Needless to say, the parasites are not happy.

Screw 'em.
