the government has been stricter about a small group of individuals and companies getting a subsidized free ride. Fine, don't give them a free ride. Sell the land (not all of it, just a lot of it, for example there probably isn't any need to sell the national parks). If the land has been used by a family or a business for a long time maybe (or maybe not, I'm not wedded to the idea) let them match offers on it.
