I suppose that's why you do it so often.

Like the land use in communist countries, or even even the lesser disasters caused by EPA action (not always on federally owned land but the feds were taking control of it and caused the disaster).

But it doesn't have to be a disaster, just having the land use controlled by the politically connected is sub-optimal. And having federal land put off limits for its intended use as part of political battles (for example the feds spending extra money to shut down access to federally owned land, even land managed by private concerns that pay money to the feds for using it, as part of the "shut down" battle) is as well.
