AS usual I answer the question, and as usual you miscategorize or misrepresent my answer.

As for government caused environmental disasters (its not just the EPA) some of the worst the world has ever seen have been caused by communist governments. Even limiting it to the US you have the toxic spills the EPA caused in Colorado, you have the Love Canal, where local governments forced Hooker Chemical to deed the land over to them. In both cases governments caused people and/or the environment to be exposed to toxic waste that they otherwise would not have been exposed to. In the case of Love Canal you also have the fact that some of the waste was dumped by local government in the first place and other waste by the military or by civilian agencies of the federal government. True, a lot was put there by private concerns (such as Hooker) but in a manner that exceeded common practice and legal requirements of the day, and Hooker tried to keep the dumped products sealed off and the land they where dumped on unused. It was the City of Niagara Falls that fist took the land from Hooker (who sold it for a dollar with the City assuming liability in the contract when the city would otherwise have taken it through imminent domain), then built a school there and opened the area up to development.

That's just off the top of my head (except the links which only took a moment longer to find). You also have a lot of environmental damage caused by the military and by various government projects in fairly direct ways, and the indirect influence of government subsidies such as farm subsidies causing more harm.
