jack the funding and builders of those cities are on a whole different model than an American and might cause confusion .

The Ghost City may have been built by a community ( county ) trying to create a pension plan for itself from zero . They are willing to take time and care . Get a few large tenants like a mall and the small will come in to capture traffic .

This is an understanding from a western mind looking in .
