I hope they don't agree to help the government in its attempt to unlock it. It doesn't seem likely to me that they would even be able to do it.

Any encryption key, unique or not, would need to be stored in the secure enclave. The secure enclave can't be accessed in a locked device, so there's no way to put a new key into it.

If the government is successful in getting Apple to devise a method to unlock this phone or in unlocking it by any other means, it will only lead to Apple devising a method that will allow other phones to withstand whatever hack the government uses to unlock this one.
