However, apparently GPS(Global Positioning Systems) are suceptible to Y2K on August 22,1999 for some bizarre reason I don't fully understand.

As I understand the GPS issue, the counting system they choose flips to zero on 8/22/99.

The net effect is therefore the same as for Y2K issues... if you've got a device that depends on recognizing the future as a larger number than the past, then when one timeclick into the future becomes the past, the receiving device (software) is very likely to get highly confused.
