make the kind of advances we need to make to catch up with the rest of the Western democracies.

During 2016, the USA's economy is doing relatively better than the other Western democracies, so that makes the argument for "catching up" with them a good deal more difficult. People will argue that the reason Europe has so many economic problems is partly due to their socialism, and in particular the red tape surrounding employment and layoffs.
