He doesn't learn AND he's learned how to use the system. He takes ridiculous chances because he knows that the system's skewed to help those that do, and he doesn't care that every time he uses the system he screws the "average American" contractors who worked for him in good faith. He's a sleazy businessman. It's too bad his daddy left him all that money to play with. If he hadn't inherited what he did he'd be selling insurance in a cubicle somewhere, and trying to skim what he could off the top of every deal.
