Yes, apparently so, according to insider Roger Stone who claims that he had a mole at a recent meeting of the billionaires and millionaires who own the RNC. It was asserted that if Rubio fails to win Florida and gain some momentum on Super Tuesday, then he is out and Romney is in, and that all resources and RNC members will pledge to support Romney. In exchange, I'm sure that there will be high-level cabinet positions for all former candidates and perhaps a Supreme Court nomination for Cruz' if he supports of Romney. In other words, Moore asserts that after Tuesday, barring a miraculous Rubio win, the full weight and resources of the RNC will solidify behind Romney.

It will be interesting to see if any of this is actually true, but it seems very plausible.
