The problem addressed in your letter falls within the jurisdiction of the federal government. As such, the State of California is preempted from assuming jurisdiction.
The Bankruptcy Reform Act of 1978 established the U.S. Trustee Program. The mission of the U.S. Trustee is to ensure compliance with the bankruptcy law and to supervise the administration of bankruptcy cases and trustee, leaving traditional judicial functions as the sole concern of bankruptcy judges.
