They don't have a good business climate because of socialism, they have a good business climate despite it.

Their systems of regulations, and their tax code is less complex, they have lower corporate tax rates, a less aggressively litigious legal culture in terms of things like product liability and discrimination in employment. They have low levels of corruption, and fairly open to trade etc.

Heritage rates them higher on property rights (maybe because of civil asset forfeiture here) and overall on economic freedom than the US.

If their welfare spending and taxes were lower they would score even higher on surveys and estimates of things like economic freedom, and good business climate.
