Had he been pardoned he could probably have kept his law license. While Cheney pushed hard to get his friend a pardon, Bush refused. Bush commuted the jail sentence, saying it was too much for what he was convicted of. But he allowed the conviction to stand, which meant he would lose his license to practice law as well as suffer the other consequences. A pardon, like ones Clinton sold at the end of his term, essentially pronounces that a person is not guilty even if they were found guilty by a court of law.
