If this were an filing system where an automated process expected to find items at the bottom of a list..

Would clearly confuse things.

A human could potentially figure this out very easily. It's when highly automated processes expect things to be arranged in a certain order, that leads to potentially much confusion with Y2K issues... suddenly data just seems to disappear (when all along it's just sitting at the wrong end of the list, where a machine is simply too stupid to look).
