<<How does anyone ever apply such an abstract concept like that?>>

Now I know you like to play teacher (and you do a nice job), but I must interrupt you since you are missing the point. Government becomes a wasteful agency when it spends money like wildfire on programs that it knows very little about (such as Education) and has no business engaging in its policies. Educators working in the field know more about children's educational needs than the bureaucrats who work for the Department of Education.

Government has become a profligate agency. Yes, I know all the liberals and government bureaucrats call themselves experts, but the primary thing there good for is wasting tax payers money.

"Government which governs least governs best" means that the Government should stop spending money like a shopaholic who thinks that throwing money at every situation or problem is the answer. Spending needs to be cut back drastically, domestically and for defense.

Government is no authority in regard to anything. It's role is to provide healthy conditions for the solution of problems. That's very different than solving the problem. Let families and individuals solve their own problems.
