If conversion is only 17% of the entire problem, yet it requires 30% or 40% of the budget, then it is not as small as are trying to indicate.

Yes, I've posted those figures before (and likely again) since they're from a reliable source (the construction of IBM's MVS operating system).

I've never seen anyone claim that the remediation step costs 30% to 40% of the budget.

Point I'm trying to make here (there are lots of lurkers) is that it's very easy to get overly enthusiastic about automagically converting code with some (fill in your choice of tool vendor) wonder tool, when in fact changing code is the smallest single step.
