James, personally I think the FCC is stupid,and think all government agencies have to be(its the basis of my contrarian views). Look what they did with the cellular auctions,they have only collected a fraction of what they anticipated,and may never collect what is owed them. As far as people not bidding, I for one was thinking about it. Then I thought again,maybe they will overcharge,or people will overbid. I can always buy spectrum secondarily from those holding the licenses. No, the FCC will screw this up,they have to,they are the government. How else would we be able to sell $4,000 dollar toilet seats. And how else could Korea get 60 billion dollars? Hiram
