There was a mayor of a town who controlled building permits. One of those permits was needed to develop a highly coveted piece of land.
A bicycle shop owner went up to the mayor and said, "If I paid you $100,000, would you give me the permit?"
The mayor said, "No way, that would be corruption."
But then the mayor said, "Hmmm, I need to sell one of my old bicycles. Do you buy used bikes?"
The shop owner said, "Of course."
The mayor said, "How much for my rusty old bike?"
The shop owner said, "$100,000."
The next day, the shop owner got the building permit.
