I don't really know for sure. My guess is that the major tax loss selling in pcdocs had already happened and after the merger announcement more fulcf shareholders switched to pcdocs to take the advantage of the tax loss claim without really being out of the stock. Here the advantage of tax loss claim is more than the higher prices fulcf shareholders have to pay for pcdocs. pcdocs and fulcf are not widely followed, and that alone mightly have created an inefficient market. There are people out there who might think that there is a good chance that the merger may not go through.
