Maybe. But as of June 2015, according to CNN/ORC Bush's approval rating was higher than Obama's since a brief day or two right after his second inauguration. And before that it was his first inauguration.

Consistently, Americans have THOUGHT they would like Obama better but they haven't ended up liking him better than they like Bush now.
